Ukraine has carried out a significant drone attack on Russia’s second-largest city, Saint Petersburg, targeting energy and military-related facilities while thousands of international delegates were gathering for one of the country’s most important economic events.

The attack coincided with the opening of the St. Petersburg International Economic Forum (SPIEF), often referred to as Russia’s version of Davos. The annual forum is a key platform for Moscow to showcase its economy and attract foreign investment despite ongoing Western sanctions.

According to Russian officials, drones targeted infrastructure linked to the St. Petersburg Oil Terminal and naval facilities in the Kronstadt area. Regional authorities reported damage to several sites and injuries to multiple people, although no fatalities were immediately reported.

Governor Alexander Beglov said emergency services responded quickly to the attacks and assessments of the damage were underway.

Why St. Petersburg Matters

Founded by Peter the Great in 1703, St. Petersburg served as the capital of the Russian Empire until 1918 and remains one of Russia’s most important cities.

Located on the Baltic Sea, the city is a major center for shipping, energy, logistics, manufacturing and international trade. Its ports handle a significant share of Russia’s maritime commerce, making it a strategically valuable economic hub.

The city also holds immense historical significance, having played a central role in the 1917 Russian Revolution and endured the devastating Siege of Leningrad during World War II.

Not the First Attack

While the latest strike has drawn attention because of its timing during SPIEF, St. Petersburg has increasingly become a target since the start of the Russia-Ukraine war.

In April 2023, a bomb explosion at a café in the city killed pro-war military blogger Vladlen Tatarsky and injured dozens of others.

In January 2024, Ukraine carried out its first confirmed long-range drone strike on the St. Petersburg Oil Terminal, demonstrating its ability to hit targets more than 1,200 kilometers from Ukrainian territory.

Another drone incident in March 2024 damaged a residential building, forcing the evacuation of around 100 residents.

A Symbolic and Strategic Blow

Military analysts say the latest attack highlights Ukraine’s growing long-range strike capabilities and its ability to target strategic sites deep inside Russia.

Beyond the physical damage, the timing of the strike is likely to carry political significance. The attack occurred while Russia was attempting to project an image of economic resilience and stability to foreign investors and international partners attending SPIEF.

The incident is expected to raise fresh questions about Russia’s ability to protect critical infrastructure far from the front lines, even as the war continues into another year.
